Mix flour and salt in a bowl.
Add cold butter and mix until crumbly.
Slowly add water until dough forms.
Wrap dough in plastic and chill for 40 minutes.
Cook ground beef and drain fat.
Cook onion, garlic, and bell pepper until soft.
Stir in tomato paste, cumin, paprika, salt, and pepper. Let cool.
Roll dough to 1/8 inch thick.
Cut dough into circles.
Put filling on each circle.
Fold the dough and press the edges with a fork.
Brush with beaten egg.
Heat oven to 400°F.
Bake empanadas for 30 minutes until golden. Enjoy!
